Kempsey Shire Council Contract planner to Council in the role of mentoring the strategic planning team, guiding the preparation of the Comprehensive LEP and project managing two major rezoning applications. The Saltwater draft LEP involved 112 hectares of rural land rezoned for residential and environmental protection purposes, the preparation of a site DCP and negotiations between the proponents, Council and DECCW regarding a Voluntary Planning Agreement. Coffs Harbour City Council North Boambee Valley Planning Proposal. I was the strategic planner responsible for the preparation of the Planning Proposal in conjunction with the remainder of this Study Team. Referee: Grahame Fry 026648 4654

Coffs Harbour City Council Airport Subdivision. This project involved site investigations, design and documentation of a DA for an industrial subdivision of over 100 lots within the Coffs Harbour Airport Plan of Management lands. Referee: Tim Cotsell, Senior Valuer, Ph. 0266 484821

Nambucca Shire Council Nambucca River Master Plan. Senior planner in an alliance formed with RDM (Resource Design and Management) to create a master plan for the seaward end of the Nambucca River. The project involved community consultation and the preparation of an ecologically sustainable master plan concept, design and implementation plan for the use, interaction, management, development and conservation of the study area.

Coffs Harbour City Council. Coffs Harbour Health Campus Local Environmental Plan (LES) -I was the project manager and planner involved in the LES for the Health Campus and Sporting precinct in south Coffs Harbour. The aim of this study was to determine future needs for community, health and recreational land and appropriately zone the remaining land for these purposes. The land was considerably constrained by remnant vegetation, riparian areas, archaeological sites, threatened species, flood prone land and bushfire buffer areas. The final recommendations rationalised existing land use zones and provided guidelines for future management of the area.

Nambucca Shire Council – Macksville Midco Local Environmental Study (LES) – Project management and planner for a LES involving rezoning industrial land to a residential use. Visual analysis, heritage, contamination and flooding were the main issues associated with the rezoning. Referee: Greg Meyer, Director of Planning, Ph. 0265 682555

Inverell Shire Council – Rural Land Use Study – I was the project manager and planner involved in the study and preparation of the Inverell Rural Land Use Study. This involved a working partnership with Hassall and Associates, Agricultural Economists who provided the necessary inputs to determine the needs of the agricultural sector in the Inverell LGA. Following this, Keiley worked with Council, the community, Government Agencies and other stakeholders to determine the appropriate minimum rural allotment size for rural zoned land within the shire. Recommendations were made as to the future management of concessional lots, rural dual occupancies and dwelling entitlements. The final report included mapped areas of varying minimum lot size recommendations that informed the new LEP.
